🚨 Maryland’s HOA Website Laws Are Evolving 🚨

Illinois law is scheduled to require both covered common-interest-community associations and condominium associations to provide an owner-accessible website by January 1, 2028

As of August 2026:

Maryland state lawmakers have recently considered legislation that would have significantly expanded online access to HOA records.

In mid-2026, Senate Bill 919 and House Bill 1600 proposed requiring Maryland HOAs with at least 100 lots to make specified books and records available through the association’s website, online portal, or mobile application.

Current Status Of Maryland HOA Website Laws:

At this time the law has not yet been enacted however, if passed, it would require an HOA without a community website platform to develop one capable of storing specified records.

Currently, the Maryland General Assembly’s bill pages show SB 919 and HB 1600 remain in the legislative process rather than being officially enacted yet.

Another 2026 proposal, HB 1260, would have required certain common ownership communities or HOA management agents to maintain specified resale-disclosure information on their websites in downloadable form and at no cost. That bill has not yet been enacted into law.

Maryland HOA Website Law & Current Online-Records Status

Issue Maryland Status
Statewide website requirement for every HOA No current blanket mandate identified

Online HOA records legislation considered in 2026 Yes
2026 proposal for HOAs with 100+ lots Pending, not enacted
Proposal to expand online resale disclosures Not enacted
Direction of recent legislation Increasing emphasis on electronic access & transparency

This makes a professional association website a useful operational tool to begin considering and implementing, even where state law does not yet require every community to have one, the trend is certaintly moving this direciton.

Maryland HOA & Condo Association Laws

Maryland community associations operate under several different statutory frameworks depending on the type of community.

Maryland Homeowners Association Act

Maryland’s homeowners association requirements are primarily found in Title 11B of the Maryland Real Property Article. These statutes address subjects including HOA meetings, notices, records, disclosures, governing documents, assessments, and other association responsibilities.

Common Ownership Communities

The Maryland Department of Housing and Community Development maintains a statewide Common Ownership Communities resource that provides information about residents’ rights and responsibilities, local common ownership community programs, and recent legislation. PropertyPop can help your Maryland association organize this information into a website that is easier for homeowners to access and navigate.

Maryland Condominium Act

Maryland condominiums are primarily governed by Title 11 of the Maryland Real Property Article, commonly referred to as the Maryland Condominium Act. The statute addresses condominium governance, budgets, records, meetings, insurance, financial matters, owner rights, and other responsibilities.
